Maybe. It all depends on where you live, which you didn't say.

Where I live, the DMV (which is called the MTO here) only knows about outstanding parking tickets, and only the ones issued by cops or bylaw enforcers. And if you have any outstanding (unpaid) parking tickets, you can't renew your licence plates until you pay them off.

But that's the law where I live, and you might not live where I live. In fact, because you said DMV, I'm guessing you don't. You need to look up how that stuff works where you live, or at least look up where you live and include it in your question, because there is no international DMV.

yes. town/city hall notifies DMV get enough of them when it comes time to renew your license you can't till all of them are paid off. seen it happen to some poor sap while I was waiting in line to renew my license. besides pay it a.s.a.p. fines and interest pile up. the original 10 buck ticket can climb fast with those penalties

No, but the cops know and know where you live so a SWAT team will be heading up that way if you don't pay the ticket. Some places they will not allow you to renew your insurance until the fines are paid FIRST.

Therefore the answer is no because the state has no jurisdiction over parking tickets unless they are handed out on state property. What a city, town, or municipality CAN do is file a lien against your vehicle through the DMV, meaning the title cannot be transferred unless the fines are paid.
